Plan to stabilize the global climate from 2026/2027

Measure:

"Declaration of the entire Amazon Basin as an environmental protection zone"

The global community of all nations on Planet Earth is at the turning point of its environmental management, as it can now make a serious contribution to ending its harmful influence on the global climate. This is also necessary for the survival of humanity on this planet.

Therefore, a comprehensive measure is needed to preserve these areas of tropical forest and other areas of primary forest, as they are directly related to climate and weather. Without the native areas of tropical forest, the climate changes completely. It is up to humanity to prevent this by protecting nature instead of actively destroying it. Currently, and from now on, the human population cannot afford to lose even 1 hectare of tropical forest. Comprehensive protection of forests by human beings themselves is necessary for their own interest.

The question is: survive or not survive?  At present, consistent and strong measures are needed to stabilize the global climate.

Here is the appropriate plan:

"Declaration of the entire Amazon Basin as an environmental protection zone"

1. The entire Amazon Basin is declared an environmental protection zone in its entirety. Within the next 9 months at the latest. Starting with Brazil, all eight neighboring countries located in the Amazon Basin will be included. This is for active, full-scale protection of the entire Amazon Basin. Brazil, as its center - and so to speak, the heart of the global climate system - is making the start.

2. Within this environmental protection zone, subordinate nature reserves and national parks are declared.

3. Indigenous territories will be expanded. And all territories that are still in the process of certification, in the process of titling in favor of indigenous communities, will be successively completed.

4. Since there are already small towns and larger cities in the Amazon Basin due to the long-standing settlement, these are assigned zones themselves in order to fit into the concept of the full declaration of the Amazon Basin as an environmental zone. From their center,

a) a core zone of the inner urban area is declared

b) a buffer zone for peripheral areas is declared

c) a transition zone for outer areas that touch upon rainforest areas is declared

and legally enshrined.

4.1. Special tax relief models are being introduced throughout the "Amazon Basin" environmental protection zone. These benefit - among others - those companies that are already located in the "Amazon Basin" environmental protection zone. The tax relief models come into play when the respective companies have to cease or scale back production due to the "environmental zone" status.

5. Rainforest areas damaged by deforestation and slash-and-burn clearing are reforested, renaturalized, and reforested based on the knowledge of indigenous peoples about reforestation. No primary forest areas or rainforest areas may be cleared within the entire Amazon Basin. The conversion of rainforest areas into agricultural land is prohibited.

6. In the entire Amazon Basin declared an environmental protection zone, all rainforest areas remain state-owned, in state hands. Privately owned rainforest areas, or rainforest areas owned by organizations, that are to be sold must first be offered for sale to the respective state in which the areas are located. This is so, that it is possible to reclaim the former rainforest areas or the existing rainforest areas for state ownership.

For this purpose, a special fund will be established/set up by the governments of those states in the Amazon Basin, that has been declared an environmental protection zone. This is financed, among other things, by:

a) A new climate tax to be introduced. This is both at the national level and internationally, since the global climate affects every single state and every single citizen.

The Amazon Basin is, figuratively speaking, the center – the heart, lung, and circulatory center – of the global climate system. As a result of its condition, the entire global climate of the planet stands or falls. It is important, not only to recognize and discuss the seriousness of the situation for nature and the world's population within the shortest possible time, but also to use powerful tools to follow words with actions ... effective actions.

As a first step, it is absolutely feasible to declare the Amazon Basin in Brazil, in its entirety, as an environmental protection zone. As a result, all 8 neighboring countries should then be included. This is in order to declare the entire area of the Amazon Basin as an environmental zone there as well, and to protect it radically. As a first step, it is recommended, that these environmental protection zones be irreversibly established by law for 120 years.

In this context, I would like to once again address the new climate tax to be introduced:

Since the Amazon Basin is the heart and lungs of the entire global climate, and all nations of the world community on planet Earth need an intact climate for their lives, the Amazon Basin is of concern to every nation worldwide. Therefore, the newly introduced climate tax is needed. Since each state, each nation, is sovereign, the amount of the per capita climate tax is determined by each state itself. One recommendation is, that it could amount to 1 euro or 1.20 US dollars per capita of the world population per month. Taking into account that there are nations in which some people cannot afford even this amount due to lack of resources, this "shortfall" to be calculated is apportioned to the industrialized nations. If "everything works like clockwork," we will reach a monthly amount of approximately 8 billion euros/dollars (depending on the exchange rate) for the protection and stabilization of the global climate.

One recommendation is, that approximately 65% of this amount go to the "Amazon Basin" environmental zone. Since other continents also contain rainforest areas that are essential for the global climate – such as the Greater Mekong, Sumatra, Borneo, etc. – to which the "environmental protection zone" protection principle applies in the form of

a) Declaring all rainforest areas as environmental protection zones

b) Divide all rainforest areas declared as environmental protection zones into national parks, nature reserves, and titled indigenous territories

can be copied, further environmental protection zones will be declared and established to protect the climate, and the life of humanity. These will then also receive funds from the newly established climate protection tax.

In this context, I will now discuss the practical implementation of the responsibility of individual nations for their rainforest areas, and other primary forest areas. Since indigenous tribes have inhabited their territories for millennia and centuries, nurturing and caring for the forests and respecting them because they are both their livelihood and their immediate environment, these indigenous tribes are in a position like no one else, to protect and control the forests. Therefore, the following recommendation is made for the approach to the practical implementation of active protection and active control of existing rainforest areas in the "Amazon Basin" environmental protection zone.

1. Without exception, all rainforest areas are entrusted to indigenous tribes that are regionally settled, or resident in the region. This is because they are absolutely competent in all matters relating to the rainforest and because they respect it. In this way, the respective state can fulfill its obligations regarding the protection and preservation of the rainforest areas. Through this approach, the state is permanently on the ground in the form of the indigenous forest guardians. It is the optimal solution.

In return, the indigenous tribes will receive – if this has not already happened – the deeds to their ancestral territories, which they have held for generations. This is done in the form of a title deed. So that this titled land can be passed on from generation to generation within the tribes. In this context, the indigenous tribes are given their territories in a suitable size, so that they can live their culture, their sacred places are protected, and they have food security.

2. If indigenous communities contribute additional benefits in the form of food that they produce themselves to the collective of the national population, they will benefit from regular prices and the tax relief models of the "Amazon Basin environmental protection zone".

3. Last but not least, a recommendation to enforce the regional protection of rainforest areas and borders across which criminal elements usually enter the country to illegally seize resources:

It may be helpful, for a period of 3 years – as a first step – to deploy the military to protect those border sections, that are gateways for criminals.

Furthermore, the deployment of border guards is recommended. However, the respective state is sovereign here, as it individually defines the job description for border guards.

Finally, it is recommended that, as a first step, the entire Amazon Basin in Brazil be legally and irreversibly declared an environmental protection zone within a period of 9 months. And to fully conclude this at the political level during this time.

This plan, "The Declaration of the entire Amazon Basin as an environmental protection zone," is the ultimate solution for stabilizing the global climate and for the survival of humanity on Planet Earth.

Either all of you contribute to stabilizing the climate – or nobody does!
